Telecom Solutions Engineer (CA)

We are seeking a talented individual who can provide technical proposal support for Illuminate’s US Proposal Group for its existing customer base as well as new/emerging customer expansion efforts. The Telecom Solutions Engineer must have demonstrated ability to work with sales and R&D organizations for developing professional proposals, white papers, and presentations for Illuminate products and solutions to meet customer requirements. The ideal candidate must be able to produce multiple professional proposal solution types including equipment solutions, development solutions, and services solutions or combinations thereof.

An effective candidate will be able to work primarily out of the San Jose, CA office with periodic work in our Northern VA office (coming in spring of 2020) as required, at the Columbia MD office as required, and remotely (at home office).  Travel is anticipated to be occasional.

Responsibilities:

  • Work with Illuminate sales and business development teams to properly size and creatively apply Illuminate hardware and software elements into a proposal to solve customer network monitoring requirements including proposing installation and post installation support services
  • Work with Illuminate project/program managers to appropriately define, scope and accurately load labor service plans for new or existing contract sites of variable size and duration for customer proposal
  • Coordinate and work with Illuminate R&D teams and US technical teams to create engineering development proposals for system tailoring and/or enhancements as well as hybrid system designs that clearly define the solution requirements, responsibilities and dependencies, deliverables, development schedule, pricing, invoicing schedule, IP considerations and acceptance terms
  • Work with Illuminate contracts as required for contractual review  and sign off for proposals/RFP responses as required as well as vendor and customer agreements
  • Quickly and accurately build cost and pricing models in support of proposal generation and financial vetting for P&L considerations
  • Respond to customer RFPs of varying degrees of complexity and response structure under tight deadline

Minimum Mandatory Qualifications:

  • Possess a working knowledge/understanding of mobile networking infrastructure (network not RF) including networking elements, technology type, system element interconnects, traffic types carried and load estimations for 2G, 2.5G, 3G and 4G networks
  • Working knowledge/ understanding of various packet capture, processing and monitoring technologies
  • Have 3 to 5 years of professional proposal and technical writing experience with documented examples of previous work demonstrating mastery of Microsoft Excel, Word and PowerPoint coupled with solid understanding of financial modeling
  • Must have good customer facing skills with the ability to support the US sales and technical teams at customer facing meetings as appropriate
  • Applicable four-year professional degree or equivalent direct experience in 3G/4G

Preferred Qualifications:

  • Professional Proposal Management Certification from industry recognized certification groups (for example APMP Certification, OST Global Solutions Certification – CPW or CPM, Shipley Associates Certification, etc.)
  • Active or current TS/SCI (US citizenship required)

Main Responsibilities:

Mobile Network System Engineer (VA)

We are seeking a talented and energetic Mobile Network System Engineer who will interface with customers on a regular basis and provide technical leadership for key company projects. Responsibilities:

  • Participate in customer-facing meetings to review operational status of deployed systems
  • Provide system installation support to include: package breakout and installation of equipment; create installation drawings/instructions, manage cables (to include fiber, coaxial and twisted pair); install initial OS and application software; generate as-built documents; configure initial system and checking equipment for proper operation; and, provide troubleshooting support
  • Provide ongoing support of installed base through remote and on-site troubleshooting; install hardware and software updates
  • Provide solution design recommendations; plan and coordinate large- and small-scale network projects within a multi-vendor infrastructure environment consisting of voice and data communication networks

  • Establish the master testing strategy, approach and plan for the big data analytics portfolio to include unit test, linting, static code security screening, coding standards validation, integration test, benchmarking, deployment, upgrades and patching
  • Write and build automation infrastructure for test
  • Write, script, analyze, assist others with test planning, test cases, smoke, functional, integration, system, and regression testing
  • Perform coordination and execution of code and builds verification and check acceptable criteria of functionality
  • Manage testing backlog assignments and status, testing of user stories during scrum sprint cycles
  • Collection and creation of test data, test drivers and test evaluation methods
  • Create and maintain defect reports, determine defect “root cause”; work with developers to devise bug-fix strategies
  • Manage continuous improvement of quality testing procedures
  • Represent Test at project sprint planning, sprint reviews, and scrum stand-ups
